is it possible to determine the gender of a bird(conure) if you were to purchase it when it was young from a store/breeder. If so, does the store/breeder do it or do you have to purchase the bird, hope you get a male/female and then confirm it through the method (dna sexing i believe it is called)

Sexing can be done anytime via DNA. A drop of blood is taken when nails are trimmed and sent to a lab.
