I want to have a small pot of grass for my budgies to give them for foraging, I thought I might be able to use canary grass seed and grow it into a like 2-3 inch tall grass, is that safe for them?

Depending on where you live, your success with growing this type of grass (reed) will vary widely as it requires moist soil conditions and cooler temperatures than other types of feed grasses.
There is a recommended field life that should be followed as to assure that the stem does not become coarse.
Like any grass, when the seeds break from the pod, they can be carried by the wind into other people's lawns that may not be as interested as you are regarding its growth in their lawns.
The length you are considering maybe too short to develop good seed pods.
Your Parrots will likely enjoy the pods, but if your plan is to allow them to eat it from the plant will require a means to assure their safety while feeding.
