Petco Packaging Paper Safe for Birds?

I will be getting a budgie soon and I ordered some supplies from Petco. The packaging in the box is this brown paper that seems like it would make a great shredding material. Has anyone else used it before, and would it be safe to use?
 
As a general statement, it should be safe. During the process of 'making' paper a cross-section of very dangerous chemicals are used. During the final stages the vast majority are washed and at high temperatures removed from the material.

The best test with paper products is the use of a good human nose. Safe paper should have a neutral to a very slight dry wood swell. As a base, smell a fresh roll of paper toweling (just out of the plastic covering) prior to testing a questionable paper product.

Thanks. It smells pretty much the same as a cardboard box or a toilet paper tube, and people use those all the time, so it should be safe. I plan on twisting it into easily shredded "branches" for my future fid. Thanks again!
