Odd behavior! What is going on with my two love birds?!

Two cute but egocentric lovebirds
So my green lovebird has been eating almost compulsively and nonstop. If I remove the food from Po's cage, she goes crazy and tries to get out in order to get back to eating. She's very fluffy.
My other love bird who a lot skinnier and which I'm unsure of the gender, has been getting very nervous and defensive. Ling only stays at the top of the cage and almost has stopped eating. This use to be the love bird that use to be a lot friendlier too. Ling frantically calls to Po while Po is eating and this happens almost every time. I also noticed that Po, when I let her out, started putting paper on her back...but I don't think she's sexually mature enough to lay eggs and I haven't noticed any behavior other than that.

Can any one tell me what's going on or does anyone have a similar problem?
 
I'm no lovebird expert by any measure, but sounds like nesting behavior to me for sure. One prepares (paper on the back), while the other guards (not eating).
 
It seriously sounds like your bird/s are sick. Sick birds puff up their feathers to trap heat to keep them warm. They usually lose most of their energy in doing this and go down hill quickly. As for the compulsive eating, some sick birds will pick up seed desperately but will not eat it. Check the keel bone by running your finger down it. If it really sticks out, it is starving.
My advice would be to see an AVIAN vet. In the mean time, put them in a small cage with a heat lamp and a lot of food. Do you have a crop needle? If so, you can get some handrearing mix and crop them with it.
I may be wrong, but I'd see an avian vet anyway.
