needing advice for a 6 week old ringneck

ernie, a yellow indian ringneck
i have a very rambunctious 6 week old yellow ringneck and he’s quite the handful! totally worth it by all means, but i monitor him like a hawk to make sure he’s doing alright, especially after i had a bit of a scare with a recurring sneeze he’s had (after a couple visits to his avian vet we’re confident the cause is a dry environment and feather dander), and i have a couple of quick questions. first, he’s been practicing his flight, flapping like crazy in his tank for the past week, and i’m worried his tank isn’t wide enough to cover his wingspan. should i get him a bigger tank to accommodate his flapping? honestly i’ve seen a lot online about many people suggesting moving them into a small cage by 6 weeks old, and considering how big he’s gotten and how active he is, i asked his breeder if he thought he would be alright to move to a small 18x18x24 cage i have if i made sure the perches were all very low and kept his heating pad under one side, but the breeder said to wait two weeks before moving him into the small cage. which, i don’t know, i guess to me i just feel so bad because he’s so curious in such a small space. also, his breeder was very adamant about not giving him toys for a while at first, but the poor baby is getting so active, and absolutely hates whenever i put him back after cuddling/playing, so much so that he’s tried to escape his bin a handful of times after playtime. my own senses tell me he’s old enough to explore some toys when i have him out to play, i just want to double check and make sure others would agree he’s old enough. he’s a very active lil guy, and very chirpy too! he really keeps me on my toes lol, i really just want to make sure i do everything right.

I don't have enough experience to advise on this, but he sure is a cutie.
 
At this age he should be moved into a LARGE cage so he can learn to fly, forage, etc. put him back in the tank at night if it gets cold.

I’m by no means expert, but I’ve prepared a large cage for my baby IRN ever since he was 4-5 weeks and moved him there when he was 6-7 weeks. First he used to sleep at the bottom with the red heating lamp on top of the cage. I’ve already had the cage setup ready with all the perches and the ladder, so after couple of days he started exploring the ladder and the lower positioned perches. I think it contributes to the baby’s muscles and coordination development. Better consult with your avian vet, they tend to give better advices than breeders. Good luck with your cutie!
