Neck plucking

Hi I'm new to the forum and have a 17 year old Congo. I have a couple of questions since I am new to this particular issue. About 6 months ago we put our CAG and Conure in the same room together. They seemed happy but my son wanted his conure back in his room so she could free fly anytime. Both birds are flighted but because the conure always wants to be on the CAGS cage which doesn't go well they were never out together. Anyways since the conure was moved back in the other room my CAG has started pulling his neck feathers out. She only plucks in one spot under her neck but never did it before.

Do you think she is lonely and had started plucking because of this! I've never had this problem in any of our birds.
