My Quaker is afraid of step-up...??

Every time I try to get him to step-up, he either flies or runs away. Which is weird because when he perceives that I'm approaching him to pet him, he stays. He's not like the cliche of his species, he doesn't bite or even nip; he's not territorial - at least with me; when I try to grab him away from his perch - because he's so stubborn about the step-up thing - instead of nipping or biting, he huddles on the perch and stubbornly won't let go - kind of like a kid that hugs something in protest of his/her parents pulling him/her away.

I just hope he doesn't come to hate me, so I'm compromising to offer other parts of my body for him to step-up to. Should I wait a few days to try using my hand to get him to step-up again?? He's starting to fly away whenever I approach him, cause he seems worried that I'll keep making him do the step-up.

* I've only had him for like 2 days, and he's 2 years old.

Don't keep trying to make him do it, he's not ready yet, just give him time to get used to having you around and wait until he's settled in your company. Be patient, he's scared of you and needs time to learn that you aren't going to eat him.
