My GCC is confusing me

My Green Cheek Conure's name is Cyro
And I have two paraeets. a girl named chilly and a boy named willy<3
so Cyro has been with me for about a month. for the first 3 weeks he loved coming with me everywhere. stepping up was not a problem. he nibbled a lil, sometimes a lil too hard, but i didnt really find it a problem
this last week has been challenging tho. he will not step up. if my finger goes anywhere near him he bites. and hard. he clings to his cage if i try to pick him up. finally by persuading him with treats hes starting to step up again but not unless i show a treat. if he's on my shoulders it's the same problem. he bites hard if i try to get him off. sometimes if from a foot away he sees my hands he'll charge for my fingers making screeching noises. does anyone know why he could be doing this? please help:( i miss my lovable cyro

i forgot to mention the confusing part. when he sees me he gets all excited running back and fourth, popping his head, showing me that he really wants to come with me. but if i try to grab him he bites.. if i leave the room he screams for me and again starts begging to be picked up.

Are you trying to grab him? then don't. Just sit and hold a finger or hand in the cave and wait until he comes to you, dont chase him
 
This is around the time when your new bird will start "testing" you. Now that hes comfortable in your house he'll get nippy. Just try sitting there next to him with the cage door open. Once hes out of the cage get him to step up. He might be territorial of his cage.
Another thing, NO SHOULDER! Thats what any bird will do if you let them be on your shoulder. They get territorial and won't come down. Sprite LOVES being on my shoulder but hes not allowed because he'll bite me if I try to pick him up. Instead of the shoulder, Sprite likes to cling onto my shirt under my chin.

ATWEE921: how can i teach him biting is bad. i know not to tap him or anything. but time out in his cage has made it worse. and thanx for telling me about the shoulder thing. i never knew that.. explains why he bites.

oled: oh no i used the wrong word i didnt mean grab i just meant wen i try to get him to come with me by putting my finger he bites. i just don't understand why he seems like he wants to come with me but den wen i try he bites me. and why this happened out of nowhere.. he was okay with stepping up then out of no where he just starts biting
