Its possible that your budgie has a tumor in his pelvis that's putting pressure on the nerves to his legs causing paresis (partial paralysis) of his legs. I have a female budgie that develops temporary paresis of her legs when she lays eggs. The egg passing through her pelvis puts pressure on her nerves and she temporarily (for a couple weeks) can't walk. Needless to say I'm doing everything I can to prevent her from laying any more eggs.You should get your budgie a flat platform perch to stand on so he can get a good night sleep. Sometimes issues with balance or inability to grip the perch can be an indicator of a health problem, but it would be difficult to diagnose exactly what sort of problem from here and it would be best to consult an avian specialist vet if you can. When was the last time he had a wellness check?
