so my bbird apollo 3 month old sun conure seems to be loosing these white feathers some times colored ones . could he be molting or feather picking he also has no mites or lice .

:) It sounds like he's just molting a few of his down feathers. That's perfectly normal in a three month old baby. You'll see those floating around all year long - sometimes more than others. If he were picking his feathers, you'd most likely see the colored feathers, as well as bald spots in the areas where he was picking. I wouldn't expect him to start a full molt until he's around nine months old, but you might see a few tail feathers start molting any time after around six months and you'll start seeing him molt out his flight feathers when he's somewhere around a year old.

So the bottom line is that everything sounds normal to me! Enjoy your new baby! I hope this helps!

You're very welcome. :)

and also i see foods for birds that you should give them when they molt do i have to give them to him or is it not necessessary .

At this point what he's doing isn't really considered molting. He's essentially preening out some of the down feathers that have become old and need replacing. I remember when I got my first bird and was asking everyone, "How will I know when my bird starts molting?" Everyone's answer was the same. They all said, "You'll just KNOW!" :) That's really the best answer ever! You'll KNOW! You'll start seeing big feathers every day, and tons of white feathers will pile up over night, and you'll be on the verge of freaking out, then all of a sudden it will hit you and you'll think... "OMG! HE'S MOLTING! THIS IS IT!" You'll just KNOW! Lol!
