Molting? (Pic included)

Just out of curiosity...sometimes I see photos of birds like this one that have "whiter" or "greyer" areas of feathers on their heads or necks. Is this indicative of molting of health, or do some Pi's have areas without color?

That Blue Headed Pi should have a blue top of the head too. Looks like it's probably molting. Also if you see areas on the body that are 'white' or grayish as you say it might be the feathers are messed up and "parted" where the down is showing.
 
Those whitish/greyish feathers are probably filoplumes or down feathers, both fluffy under feathers that are not colored.....
