maybe wrong place but have question about my new conure

I have had my bird for about a month now, she is an energetic play full loving little thing. I am concerned because the feathers around her right eye seemed to be matted down and hard like there is a goo of some kind in them. no redness or anything around the eye. she is looking tuby like she is beginning to molt (shes young so it would be her first). There are no vets around me that deal with birds and in the current climate I cant go see one anyways. im just wondering if its possibly just a hard first molt, or if anyone has seen this before.

I can’t open the photo either. Eye gunk is usually something that I would have checked by an avian vet. Is there one that you can contact to consult with? I know that some are accepting phone appointments and photos, and may be able to help that way.
