Lost bird??

So today we had a lil visitor in the back yard, I noticed when I was out it wasn't really scared of me and managed to feed it a little. Had a blue ring on its leg and seemed quite tame. I don't know who or where in my area (Northern Netherlands-East Groningen) I should report it to with a sighting? I think it was a crow, or of crow family? not sure don't normally see them so close up. A picture on my instragram

Found out who the owner could be. Flies freely and don't need to worry They have been alerted the crow has been sighted in my area and is fine
