Loss of feathers

I have a 5 month old congo african grey. When he was 2 months old, he had a bad scab from his siblings (poor guy was getting picked on). By the time we brought him home, he began picking and picking at his scab. That started to bleed. I took him to the vet and she put a cone on him and gave me antibiotics. Fast forward a week, we took off the cone but his neck feathers were missing.

It has been three months since the cone has been removed but he is still bald around his neck. How long do feathers take to grow back? Could it be that his feather follicle was damaged?

He scratches a lot especially around his neck. I am thinking maybe he is scratching his feathers off that is why they are not growing. Is there anything I can use to help them grow back?

It could be because the feathers fell out due to pressure from the collar. They might not grow back until he molts.
 
I think you should take him back to that vet ti hear what she thinks on about it. Maybe she'll prescribe something for poor guy.
 
My mums bird was clipped when she first brought him home and was told they would grow back when he molts however on one side they have never grown back and he still can't fly and he has molted quite a few times since. The vet they must have damaged him when they clipped him and there's not a lot we can do about it
 
it may grow back when he molts are very possible the feather follicles are damaged unless hes bleeding i dont think scratching it is a problem but id ask your vet about it.

I know its kind of hard to see in the picture but yeah it is totally bald on some areas i dont even see small feathers growing. I am thinking what if he is scratching them off preventing them from growing.
