Landing on one another

I have a cockatiel and it seems like the little parakeet always wants to land on him. I know I have to be protective of the cockatiel as they are pretty defenseless. I understand that. The parakeet is only about 7 weeks old and I don't think he's trying to cause any harm but I don't understand this behavior. Does anyone have any thoughts on this?

Bigger /softer landing spot? Bad judgement on targeting landing? Being a little pain in the rear!
