a 11 years old female budgie
Just discovered a big lump on my 12 years old female budgie, she's energetic, playing and chirping normally, I noticed it when I felt something hot on my hand.
Anyone has an idea what's this, and how should I act?, I attached a photo.

A visit to an avian vet will be able to determine all you need! -- if it can be removed, if its malignant, etc. the avian vet is the best possible option for you in this situation!
 
A lump can signify all sorts of issues, definitely best managed by avian vet. Good luck, keep us advised!

Alright I'm taking her to a vet first thing tomorrow, though I don't have high hopes since where I live vets only take larger pets seriously.
 
No nearby avian or "exotic" vets? Make sure they have reasonable expertise with birds or you are largely wasting your money and potentially endangering your budgie. I have no experience with the species but am aware they can be skittish and panic easily.
 
That must be really scary to find. A good avian vet can be hard to find. I wish you and your beautiful bird the best and a speedy recovery.
