It's that time again, Prissy won't let me touch her.

Yup it's about the time in working with a foster that I start to get frustrated and need the advice of the helpful people of Parrot Forums.
Cilla (Prissy, Pricsilla whatever you want to call her) my foster nanday is making what appears to me as no progress whatsoever. I know that's probably not true but she won't let me touch, pet or get near her.
She's two years old, knows step up (but refuses to) and as far as I know has led a pretty good life. She eats from my hand, tries to be near me when I'm talking to her, but as soon as I move closer to her she backs away. She is fine with my hand in her cage, loves when I move her toys around or put new ones in.
She just doesn't want to come out of her cage or hang out with me, what's your suggestion? How do I make friends :p I've had her for a little over month, so it's not as if I'm in a hurry I just don't know what to do!
 
You just have to move at their speed. She will let you know when she is ready. Just this morning Tico refused to step up. I've had this bird quite a while. He doesn't want to step up, fine, it's not a matter of danger so I didn't let him. Now when I passed through the room with Jasper on my hand, boy did he sure change his tune. ;)
