I trimmed my parrot's wing 7 months ago.till now there is no sign of growth of feathers and they are not able to fly.
Will feathers come back?

So long as you only trimmed flight feathers and there was no injury to the wing structure itself, new feathers should grow in to replace the ones that you clipped. This process can take up to a year, however.
 
Correct; Indian Ringnecks usually only molt once per year, unlike cockatiels, conures, etc. as long as the follicles are not damaged he should molt in new feathers in a few months.
