It sounds like pinning 
Our ringneck does it when he's excited, seen something new, smells something good.... completely normal, and one of the reasons I love the species.

Saw the video... Sorry this wasn't very clear for me
Think the parrot could've been somebody's pet at one point...
The sound seems to be like kissing sounds
And he's definitely pinning... Probably excited about the carrot or upset that your fingers got too close to him [emoji14]
