Import Band?

My rescue RLA has a round shaped closed band on her leg that looks like an import band. Looks like s small metal tube in ring form.

We were told she is 21 years old and came from a breeder. However, both my vet, and many other bird people think she's older than what we were told and that she looks like she was an import. Her old owner won't contact me with answers.

The band reads CIO 699. Or could be GIO 699.

it's hard to read and she isn't big on being touched on the legs. I'd there anywhere I can find out for real where she came from and how old? I'm more worried about her age.

Not sure, it would make sense having an open band. This website has some interesting stuff. Says private import co.s use 3 letters, then 3 numbers. The first letter being state (california?), then import station, then bird ID.

Curious, why wont the owner answer any questions? He just wont reply to you?

Edit:
This one seems helpful as well. It sates many import*** places were closed after the import ban but the USDA might be able to get some info, but that owner info and anything else is probably lost.

He just doesn't care. He said his mother bred Zons and this was the last baby she weaned before she passed. He said he's had her her whole life. But she looks much older than I was told.
