I really dont know what to do with my bird....?

Well I posted before that I didnt know whether my bird was plucking its feathers or molting. Well today I decided to pick my bird up and give it a good look over. Sure enough behind its legs its pretty much bald. Its picked all over its chest and all you can see if insulation feathers or fluffy looking ones. On its wings its got these fluffy feathers just poking out from where it picked at and its neck area is all insulation feathers except for 1 or 2 feathers which im assuming it couldnt pick because there right below its beak. Another odd things my bird has been going crazy when I wake up in the mornings.....It would make noise here and there but now its makes noise for hours absolutely non-stop and it has this long odd looking feather that has grown out from only 1 wing. I havent changed, moved, or done anything to alter the birds mood or stress it out as people say. Im pretty frustrated with my bird because it has no reason to do this!! I read almost everything I could to prevent this before I got a bird and sure enough this is the outcome. I dont understand how the previous owners had the bird for 2-3yrs and it pretty much was kept in its cage most of the time because it attacked the owner yet it never did this to itself. What am I supposed to do!?
 
If I remember correctly you have already taken your bird to an avain vet. Is that correct? Please do not be frustrated because your bird will feel that too and this will only compound the problem. I think your vet would draw some blood samples to check various levels including calcium. Most of all do not blame yourself. I know, easy for me to say. Keep on doing your homework on reading about the issue and perhaps another vet visit is needed. Plucking is such a complex issue and it will take time and lots of patience.
