I don't know of any breeders in NJ but Merlinsmom13 gave you the best suggestion that you will get from anyone! I volunteer at a bird and exotics rescue in Pennsylvania, I have been.for almost 10 years now, and if someone were to ask me what parrot was most prevalent in rescues my answer would be BY FAR Macaws as a general bird species, and as far as a specific type of Macaw I'd have to say it would be the Blue and Golds followed by Greenwings at a close second....
There are soooo many Macaws in every single bird rescue in this country, and this includes a lot of very young Macaws. I see very young juvenile Macaws on the surrender lists I get each week from the state, as well as a lot of Macaws under a year or two old! That's just how many Macaws need a home, so many that if you go online and do a thorough search of bird and parrot rescues in New Jersey, New York, and Pennsylvania I guarantee you will easily find a young Blue and Gold Macaw in a rescue in need of a living home!
Please think before you go and spend a bunch of money buying yet another baby Macaw from a breeder. Do yourself a favor and at least do a search for a young Blue and Gold Macaw near you, and once you locate one take a day and go visit him! Spend a couple of hours with him and give rescuing a fair chance! I promise, you won't regret it, and I guarantee you'll be very surprised at what your heart might tell you!

Hi, I found a 2 year old female on Craigslist... she has a ring around her feet but the owner doesn't have any of the certification papers. Would this be a problem?

The problem is not the Parrot, its Craigslist! Tons of Scams for every positive story there are long lists of nightmares!
As Ellen stated, there are so many MACs in register rescues that taking a chance with Craigslist is just not worth the change of getting scammed. Plus, you really want to spend the time with the MAC. Find one that wants you!
