Any time I touch any of his toys or anywhere he likes to stand he goes weed clippers on my hand, I'm guessing this is what they call bluffing but like how do I deal with it

Seems like your bird is territorial over things he views as ‘his’. My conure tends to do the same over his toys.

Typically, if I need to change perches around or switch toys, I distract him or make sure he’s busy doing something else outside of his cage. Basically, I do it in secret
