Halloween won't play.

I take halloween out of her cage daily for 45 minutes to an hour but the entire time she's out all she does is sit in one place or she will occassionally fly to her cage, which is about two feet from my bed where I have her toys and treats and things, I have taken out her favorite toys from the cage to get her to play a little when she is out I also try to give her some of her favorite treats but as long as she is out of the cage she won't play with them or eat her treats. It's starting to really frustrate me I want my bird to play or enjoy her treats when she is out of the cage any suggestions?
