Freddie my Moustached Parakeet

I try to spend as much time as I can with Freddie but he always wants to crawl up my arm and bite my ears. He spends most of his day outside his cage and has toys to play with. I'm now getting leery of holding him. Step up helps but he goes right back to what he is doing. Am I doing something wrong?
