He's a featherduster, he shouldn't survive much longer. They're pretty much deaf/dumb/blind with a number of health problems.

Poor sweety.

I come across a number of breeders who get terribly upset when they get this birth defect with their chicks, they know that the poor thing will not have a good quality of life and is usually abandoned by their parents.
