FOUND COCKATIEL - Help Solve Band Code

I'm very familiar with the way bird bands work and everything, but I recently rescued a cockatiel that was in our tree outside that has the band code 'HOP', along with the year of 99, and a regular 3 digit ID number.

I have googled MANY times and I cannot find ONE thing that even hints as to what the bird club 'HOP' is. I want to find out, so I can find the owner as quickly as possible.

BTW, the band is just an authentic looking little silver one. It doesn't look custom made or anything, it seems 'legit'.

Try contacting one of the bird band manufacturers. They might be able to help you. Good on you for trying to find the little guys owners.
 
Could it be possible that the leg band code is HDP instead of HOP? If this is the case, below is information that I found regarding this leg band code (HDP). This MAY be the breeder. Not positive, though. It may be that this is just a leg band provider, but they may have info on the breeder.
