I am taking to someone who is selling a female baby parrot, she told me She may be a week out to wean. What does that exactly mean?

okay many many questions here regarding your question

"parrot" a macaw? a budgie? a cockatoo? a conure? all of these and many many many many more are parrots, so what breed/species is it specifically? Weaning is when they transition from being fed by others, either parents or the breeder to eating on their own, pretty much every creature on earth does this. Have you researched into birds and the type you would be getting? It seems like you haven't to me. Birds are the most time consuming, money burning, noise producing, nerve racking, sanity destroying creatures you could own. Have you looked into their diet? Different species require different foods, none you can just drop some seed and leave to it. Lorikeets need nectar, Eclectuses mainly eat fruit and veg, others mostly have a combination of pellets, fruit and veg and a little seed. Have you checked if you need a certificate to own that particular bird? Or what cage you need, or toys, or if it's suitable for your home. How about how long it will live? If it's a baby macaw for example you need to make arrangements in your will as they live for 80 years or even more. Even a little cockatiel can live for 20 years. Have you looked into health care? For example you would need to check all of your cooking supplies for PTFE or PFOA and throw anything out containing it as the stuff will kill a bird in minutes when the fumes get released, cleaning products need to be bird safe, so no scented candles or oil diffusers or even stuff like febreeze as it's all toxic. Are you prepared for the morning rendition of "I survived the night" at about 7AM every single day performed for the entire town?

I'm not saying don't get one but you can't just go "I want a bird" you need to question yourself and research so much to figure out if it's right and if you're prepared for it all.

Well simplified a weaned bird is when it can be independent and no longer needs to be taken care of by the parents. In the wild I think the equivalent is when they get kicked out to fly out on their own for the first time.

If it is your first bird you want it to be weaned, since an unweaned bird is like taking care of a baby bird, and if you do not know what you are doing you could hurt the bird. Good breeders will know how to take care of the birds until they are weaned and will not sell them before they are weaned. So pretty much you got to wait a week before the parrot is old enough to come be with you.
