Is that a leg tether? While these are very popular in Asia ( saw lots of them in Hong Kong and China), they are not considered safe by modern aviculturists. Parrot legs are not like raptor legs, which are a lot heavier built and made for crushing windpipes and neck bones and carrying prey up to tree and nests. Parrot legs and claws are made for picking up food and manipulating it - a lot lighter duty, don't you agree? Google parrot harness - there are several different manufacturers out there, and these are much safer for the birds.
Heads up though. According to reviews I saw the sizing is on the big side and I saw people saying if you have a small bird to steer clear of it. Aviator is a great brand bt, similar to this one but much better reviews.
