Downey feathers and colors

So, I recently saw a picture of a budgie who looks to have recently gotten a bath and it's downy feathers were all a very clean and bright white. Is this normal for budgies? I've only ever seen grey downey feathers on any kind of parrot. Does shade of the down vary from species to species or is shade a health related thing? it's probably species to species but I'm curious.
 
It is a species and mutation thing :) for example GCCs have grey or white depending on mutation.

I've also seen a bit of variety in position in the body, mostly in my amazons. Lighter body parts like near the head and face seem to produce white, whereas on the legs, I see a light grey shade. I'm going to pay more attention to them now for sure!
