conure mating behavior?

first off, can someone please give me do's and dont's for the ways I pet my conure? I've seen some stuff here and there but I'd like to know the full breakdown.
secondly, Pico has been (for a few months) backing up into my face whenever I'm laying down and we are cuddling. he doesn't rub his butt on me or anything, there's no movement. he just backs up into me and stands there. is this mating behavior or is he just being cuddly?
