Constricted quills in wing feathers

Last year I adopted an 11 month old CAG that chewed her feather, including all of her primary flight feathers. After working with her she has has grown 90% of her feathers back and looks beautiful...One problem I am having is that some of her new growing primaries have constriced quills. This is on her right wing only. The primaries on her left wing grew out beautiful, just like the rest of her feathers that just grown in. Just to let everyone know in the past she repeatedly broke blood feathers at the skin level numerous times on that same wing...Thanks
 
You didn't ask a question... but it does sound as if the abuse the wing has suffered may result in abnormal feathers growing out. I don't know if there is any "cure" for it.
