So I've had my Female Cockatiel for about a year now, One thing that I've never really come to understand or find an answer for is: why does she bite at her wings when in an excited state? ( She does this most of the time when i let her out of the cage in the mornings )
She has never pulled any feathers out in a destructive manner and she doesn't seem to be trying to harm herself by doing this but it's still concerning.
When she does this she has both her wings in the air with her tail feathers spread while biting at her wings ( Not fully biting down hard but kinda like nipping at them ) After shes done doing this only for about 30 seconds she typically takes off and fly's around until landing to either doing it again or just to calm down after all that flying as normal.

excess of energy?

Maybe it's like the way a pilot checks his ailerons and rudder to make sure they are ready for flight?

Some of my Tiels stretch the way you describe. I have never noticed them biting there wings. They do kind of jerk there head around without biting. I will have to watch more closely next time.

It could just be something she does...(a quirk) but...

Just in case, given her age and the season, I would make sure that you aren't doing anything to fuel hormones. Sometimes feather issues or ritualistic behaviors are related to pent up sexual angst or mating rituals etc. It's hard to say without seeing it, but since it sounds like it is a newish behavior, I wonder...
As a precaution, make sure there are no shadowy spaces in/around the cage and stick to petting on the head and neck.
