Today I bought my lovebird a new cage, but I'm afraid it is too big!
Here's a picture:

The bars are close enough together so he can not get his head stuck, but there isn't as many horizontal bars in this cage. He looks soooo tiny in this cage compared to the one I bought when I got him at the pet store.

I'm afraid it's too big for him and it will stress him out.

Also I know there isn't many toys in there, that's all that could fit in his old cage, working on getting more toys! Any suggestions on toys by any chance?

As long as the bars are correctly spaced, there is no such thing as too big of a cage!!! That cage looks good for that size of bird, maybe even on the smaller side, but it is fine if he/she is out often. Then again, my birds are larger and require a much larger cage: CaiqueSisters's Channel - YouTube

Also, I want to suggest natural perches that look like these: http://ecx.images-amazon.com/images/I/317hVxS8RkL._SL500_AA300_.jpg
Dowel perches like the ones in the cage currently can hurt their feet and lead to future foot problems.

But dont worry, I have seen GCC in much bigger cages. It wont stress them out to be in a larger cage, but it is important to keep the bar spacing right.

Toy wise, the cage could probably fit one or two more at least. The ones you have in there already are great. Here are some examples: Small Parrot Bird Toys - Canaries, Budgies, Cockatiels, Parakeets
Popsicle sticks and paper finger traps are some of my birds' favorites. Variety is important. I try to keep at least one wooden toy, one toy with a bell, one leather toy, and one "preening" toy, for example. I make all of my own toys for my birds since it is cheaper for me and I enjoy doing it.

As long as the bar spacing is okay, there's no such thing as too big! Look in my album to see a picture of Puck's cage.

I agree that more toys would be a good idea though. He needs something to do when he's not with you! I've gotten most of my toys from BirdyBooty.com, and Puck immediately loves them.

Yeah, my lovebird is in about that, and I want to upgrade it soon, lovebirds seem to be very active and he loves playing around in his cage, my other birds bigger cage. My birds seem to like soft wooden toys (like a chain going through a load of small blocks of soft ish wood, pine) they love to hang on it and test their beaks on it. One thing I also did for my birds was add a couple of perches in their cages with chewing sticks on it (a dowel perch with 5mm holes in it for kebab sticks to be poked into the wood and the pointy bit either inside the perch or broken off) I dont put too many as I'd hate they to have an accident on it (like fall of a perch on to it) and it is out of the way of other perches to hopefully avoid that, but they seem to love that ALOT, and I also made some toys for them out of coconut shells, including feed bowls, hanging toys and a load of other stuff. Could always take the bird into the shop and let it pick a few things out, thats what some people do when they first buy a hand tame bird, they take it round the shop picking out its new toys :D

Oh my goodness....how cute does he look in there....
As far as horizontal bars...I would suggest a couple of long perches...they aren't badly priced.....also, a couple of those cheap toys that hook to the side of the cage, the ones that make noise or have little mirrors are my lovebird's favorites and a couple more hanging toys with bells, bells, and more bells...LOL My lovebird has an addiction to bells.
Oh and a nice comfy tent would be good too. I got mine from a lady that makes them herself and they are awesome and she is reasonably priced too....QUALITY BIRD TENTS
I have a ton of toys in my lovebird's cage and she plays with every single one of them. And I think your little cutie will too.

there is no such thing as too big a cage!! i have one lovebird in a huge cage bigger than that and he loves it! i think your cage is perfect for him but yes more toys would be better.

that cage seems like a good size for 1 lovebird, but if u were planning on getting more than one eventually it would be too small

My lovebirds favorite game is cage hockey. She has a small hard plastic ball 3/4"with LED lights in it that go off when she whacks it. Hockey occurs at any hour of the day or night. She has a slap shot that the NHL would be proud of. She also uses the slam backwards between her legs. She seems to find it great fun chasing it all around her cage although my parrot isn't too fond of the night games.
