Budgie clutch infertile

I have had success with hatching budgies over the years but I am stumped now. One of my mated pairs ( which are in their own cage with everything a budgie's heart could desire) has now laid a second clutch and again, they are infertile. They are not being disturbed, have plenty of variety in their diet, adequate sun during the day and nesting box is clean and she uses it. I could really use some input. I read in a forum that they may need more humidity. I can try that once I give her a month to build up her energy and health. Could the male be infertile? Is there any way to know? When was the last time they went to the vet? One of them could have a health issue interfering with fertility.

How old are they? Could be too old or too young.

Have they laid fertile eggs before?

Sometimes it helps to block the entrance of the box to force them to spend more time preparing to lay before actually laying ;)
