Breeding conures

I have a pair (DNA-sexed) of 4-year old sun conures . They sleep together in the nest box. However each time I put the nesting material (tried different nesting material) in their nest, they remove it themselves within a couple of days.

What could possible be instigating such a behaviour?

how deep is your breeding box ?
I had a similar problem with my green cheek pair I used breeders choice shavings and made a deeper box problem solved currently on eggs now,
they still remove the nesting materials but not all of it I also fill my box half way & they remove what they want,
