I saw a breeder that claimed they never sell birds that have not been properly weaned and they never sell bonded birds. I never heard of a problem selling bonded birds unless he means that he/she doesn't break up the pair.

If it is the latter, how quickly can two birds bond at a young age?

Or is there a reason no one should ever take on a pair of bonded birds?

It is a great breeder indeed that would not sell a bird that is not weaned. As for the bonded pair, I would guess that he/she meant a breeding pair. I don't think chicks will bond that quickly. They are too busy getting in trouble and exploring the new world than bonding to each other.
