Biting problems

So i just got my first GCC and well, he has a slight biting problem. He will bite your finger if you try to go near him, but once you have him he is fine. Also, if he is sitting on your shoulder he will try and bite your ear. Can anyone help me with this? any info would be very much appreciated.
 
I've seen messages from a number of people that suggest not letting birds sit on your shoulder as they can then bite ears/face but I haven't been successful at keeping Joey off my shoulder when he wants to be there. Fortunately he grooms my hair but has never bitten my ears or face. He was mad at my partner recently and gave her a pretty bad bite on her chin after flying to her shoulder. Joey nips when I try to get him into my hands to move him to cage and if I accidentally touch his tail feathers. He's now okay with my stroking him around throat though. Look forward to hearing what others have done to stop conures from biting/nipping.

Since I have gotten him into his new cage, the old one was about 2 feet tall and and foot across, the new one is about 3 feet tall and an octagon shape about the size of a stop sign, he has been resting and i have been trying to feed him some banana and peanuts. He takes these rather nicely but only a nibble, he then promptly drops it on the bottom of the cage.
