This is going better than I thought! 
So it's been 5 days since I got PJ my parakeet! He's got warmed up to me a little. If I come into my room he will stretch out and sing to me which is fun, I want to teach him the r2d2 sounds. He let's me rub his tummy then backs away kinda. For the past 4 days he hasn't moved from the same perch. I had to move his water and food up to him because he wasn't eating or drinking which was scary. So today I decided to give him a little bit of motivation, I bought a swing and rearranged the perches I also put the food next to the lower perch and the water on the higher perch and above the top perch is a swing because he likes being high up in his cage. And he's finally moving around!
He doesn't play with toys yet maybe he's not a toy bird but he surprises me each day.
