annoyed at my birds clipped wing

I got my tiel today, and after having a good look at him once he spread his wings i noticed his right wing was clipped so badly. Personally I hate having only one wing clipped, also I like to do it myself because I like to leave the first three feathers unclipped because IMO it looks nicer lol. But i am just so angry at how hacked his wing is, its like the person just closed their eyes and just went nuts! Im going to be clipping his other wing once he's a bit more acceptable of me, but I want to know how long does it take for the wing feathers to come good? It just looks so messy! Same with the tail because he was in such a small cage his tail feathers are a bit on the scragly side :/
 
They'll molt out eventually! Any broken feathers, IF it's in really bad shape, yank them. I specially yank the ones that split down in the middle.
 
I would clip the other wing ASAP if he's coming out of his cage or is in a flight cage. The feathers will always grow back (typically within 2 years, often less), but a one sided clip is cruel to any bird who may try to fly. It throws the bird off balance and can lead to serious injury. A 2 sided clip is balanced so while the bird can't get lift, he can glide down in a controlled manner. A one sided clip allows the bird no control whatsoever. My bird is clipped, so I'm not anti-clip, but he's equal on both wings. I would rather deal with the bird being pissed I restrained him and clipped the second wing than the trauma of attempting flight and going into a spiral because of the one wing getting lift and the other not. Restraining the bird/clipping the wing won't hurt the bird, crashing into something might.
