aggressive male Ringneck

I acquired a male Ringneck yesterday he was given to me since I have been taking in unwanted birds of various kinds I have budgies, lovebirds,diamond doves, and a cockatiel with a deformed beak the cockatiel had also been left alone but she is much younger and with her deformed beak is much easier to tame he has been neglected for several years he is said to be four or five years old he is unable to talk and will bite you anytime you get close to him but he will step up if you can get past the biting. Any suggestions on how to win him over?
