African grey plucking or moulting?

Hello, I have had Kookoo for about a year. He has been like this the entire time I have had him and before I take him to the vet to get this checked out I was just wondering if this is normal? They feathers look like they are starting to grow back, but they don't? Any help or insight would be appreciated!

He is plucking! Do bring him to the vet to have things checked out to be sure your on the safe side...

Thanks guys I had a feeling he was plucking!! I will take him in this week, I think it might be some kind of bug on him because my house is right behind a sand pit and my dog is always itching

Unfortunately that is definitely plucking, especially as there has been no improvement since you have had him.
