17 year old bird that does not seem to like flying

Wylie is 17 and has recently become a member of my family. I have never owned a bird before and my husband has had her for a year. She has flown a few times and it seems to wear her out. Today when out walking she would flap her wings and say "Whee" but did not take off. I have only seen her fly down ward. Is it possible she does not like to fly or has been trained not to? Is it possible that she just does not like to fly? I don't want to do anything that might scare her or harm her as she is just learning to bond with me. Any ideas?

Some birds do not like to fly in small spaces...back in 2011, Mother Nature decided to do some area re-designing & remove mine all together, so we spent spent over a year in a motel.....I had a 2 room connecting, but Heidi would not fly in or between the rooms, though she used to fly all around our old house.....

I don't know if that's Wylie's problem, but it is one thought.....
 
Think of it like running, it's fun when your in shape and hard when you aren't. Parrots who aren' motivated to fly will not have a lot of muscle mass. Flying is also a skill. Any parrot can flap it's wings, but a surprisingly large amount do not know how to fly down or even turn.

My galah had basic flying skills when I adopted her, but I spent 6 months exercising her to build muscle and for her to re learn how to use her wings.
