Hi Donna, Your parakeets are beautiful, however, you might check and treat them for mites. Their beaks look a little ragged, not smooth. If you don't know how to check, place a white paper towel on the bottom of clean cage before bed. The next day check the paper and see if there are any dark specks on it. If so, these are mites. You can buy treatment on the internet or visit a pet store. Just want to help!
 
Are you talking about their ceres? They are very rough and brown because they are in breeding condition, unfortunately. These girls were both born in my house last summer and matured very quickly and started mating and laying eggs together. The boys (their father and brothers) have bright blue shiny smooth ceres and smooth glossy beaks. There has never been a mite problem in my flock of 19 budgies who all live inside my house, thank God. They have an avian vet when necessary.
Their beaks are quite smooth and glossy.
