Try posting a report on parrotalert.com with phone number, email address, and location. So that the owner can find you. Post flyers. Check on community groups for a lost pet. Check at police stations, pet stores, etc.
If it has a ring, try writing down what it says on it. If the owner knows the code, they may say what it is, and if it's the same as on the band, it may be the owner. Bring him to your vet, he may have illnesses that require treatment. Keep him warm. Give him food and water. I suggest high protein/carb/fatty foods like seed, boiled eggs etc.
