My bird does that. I sit watching TV and his make his way in to my hand then if I not noticed he will bit my finger softly gradually getting harder till I preen him with my fingers around his neck.
His like a dog with wings lol nudging me pulling my hand for me to preen his neck .... love my 2 conure.
