he does look a little ruffed up. i think your best bet is the vet, that or at least call them so they can give you some more advice. its the best thing for the bird, you should also start a thread asking the other more knowledgeble members about it. sorry i dont know too much about sick birds exept take them to the vet or call the vet. hope i helped and good luck! oh and if its any help thats a bronze winged pionus parrot.
